As far as I know, you can try EARLIEST or LATEST function in table visual to get min or max RevisedStart and the RevisedEnd.
Or you can try code as below to create measure or calculated column to get result.
min Revised Start = CALCULATE(MIN('Table'[RevisedStart]),ALLEXCEPT('Table','Table'[DutyID]))Max Revised End = CALCULATE(MIN('Table'[RevisedEnd]),ALLEXCEPT('Table','Table'[DutyID]))
