Custom Column - There's not enough memory to complete this operation

I have used the following DAX for two tables formated the same way. For some reason when I try to use the same formula for this table I get the error "There's not enough memory to complete this operation."

My dax is as follows:

use variables instead of EARLIER.  Prefilter your table variable with the test name.  Use DAX Studio to examine the query plan and see where the cartesian kicked in.
