Creating a new column with multiple conditions

Hello! I am brand new to dax. I am trying to create a column that will return the machineid if status does not equal 3 and last change status date is the maximum.

 

I was able to get it to work for the last change status date but when I try to add in the status part via AND I am getting an error.

 

Can anyone possibly help me? Please let me know if you need more detail.

Use && instead of AND.
