Create Slicer with each Value on its own line from Comma-Separated Values in each cell (US States)

I have data from a SmartSheet  connection. They used a multiple select column for their form when it is being completed. When I get the data it is in CSV in each cell.

I really need to create a slicer for the States. For example, if a user selects "AL", then the table visuals and other visuals will filter based on the selection.

 

Looking at bring over the current column in a slicer produces this:

I tried to use "split column" in Power Query. Split to rows did give me the look I was wanting on the slicer, but it expanded my row count by 4 times the amount that is current there. Split to columns was also tried and it produces the same result in the slicer on the left above.

 

Any suggestions?

Please provide sanitized sample data that fully covers your issue. I cannot help you without meaningful sample data.
