Counting results of a measure in another measure, for use in a circle diagram

I have a made three measures which, when put into a table show the following:

What i want is to show how many of the parts are on/above target (preferably in a circle), like "5 out of 9"
But i can't seem to figure out how to make it calculate the reached target for every target in the same diagram
 
Can anybody help?

Hi Greg,

I appreciate your posting, but can you be a little more specific as to where you think i could improve my post (since it, to me, does look like it ticks all the boxes)?

 

Granted the formatting could be better but for some reason it removed the grind in my table when i posted it
