Count records based on most recent record

Hello,

my model has a tablet which tracks different attributes of an employee, such as, designation, employment status, department, region, effective date.

the table doesn't have a relationship with date dimension.

Can you please suggest if I can create a DAX measure which only filters for the latest record based on employeeid's effective date and displays counts against any dimension like, region, status, department I select?

Can you please share a pbix or some dummy data that keep the raw data structure with expected results? It should help us clarify your scenario and test to coding formula.
