Conditinal Formating By Multiple Catagories

Hello Authors 
Hope You all are doing fine,
Need You help with measure for conditional formating 
I have Data of Calls, Colomns are Originators, Destination, Terminators.

Every Originator has multiple Destinations and on each Destination there are multiple Terminators and originators have certain requirements or Benchmarks for Success ratio (ASR) and it changes destination to destination 
This is how data looks

I want to make a measure that returns "Good"-"Bad", Or it should Color the ASR Cell Red if the ASR < Benchmark
