Change in Overtime paid

Hi , 

I have a sample data below :
I need to calculate change in overtime overperiod per staff.

the rate is changing every year. 
for the example : I need to findout what andrew gets more overtime paid this month less or more than previous month.

I need to use PowerBi to generate this report but I run into the problem in DAX
how can i create dax that multiply hour with the correct rate per type of overtime and per year?  (Exmple : overtime 1 hour should multiply by overtime 1 rate)
