Change color of font within DAX measure based on WHERE clause.

I have the following DAX for a measure which converts a number into a number of boxes based on how many 'project' are in the portfolio:
 
Boxes = REPT(UNICHAR(9632), COUNT('Portfolio'[Project]))
 
My question is, would it be possible to change the colour of the boxes within the DAX query based on another column. For example if I have another column called "value driver". So the logic would be for one value driver the boxes would blue, another red, and another green?

@stevenmcginnis , try a color measure and use that in conditional formatting using field value option

 

I used icon and color in past
