Categorization of a Measures not woking

Hello All,

I am trying to create a simple measure and it's not working need your input. 
[RT% from Total] is a measure and using it I am creating an ABC measure below is the screenshot.

Precisely, what's not working here? 0.81% = 0.0081, so it's true that 0.81% < 0.8. Hence ABC = 0.
