Calculating sum based on another columns value

Hello PowerBi gurus,

 

Please be patient, since I am new to PowerBi. Here is the situation that I am trying to resolve:

 

Column A Column B Column C Column D
Country     Client        Target      Delivered

With the data table above, I am trying to calculate the delivered/target based on client and country, however I have multiple entries for the same client and I want to cap the result per client to match the target per client and if they overdeliver to not compensate for another client. 

 

I am open to all kinds of suggestions. I have tried "calculate(sum(group by client)), but it doesn't seem to work as expected in Matrix table. 

 

Any help will be highly appreciated.

Can you share some sample data with the desired output to have a clear understanding of your question? Mention whether you want a calculated column or measure
