Calculate values per YEAR with start and end date

Dear all, 

I'm stuck.

I would like to calculate the SUM of savings that we have established in a specific year. This is working for the savings start year, but the issue is when I have savings that for example start in 2019 and ending in 2020. Then the savings that are started in 2019 need to be added also in 2020. 

Any idea?

Thanks for the reply.

I have added some value into the Power BI. I need also to have a view per year and the savings added when there are ending in that year. Hopefully, this is clear for you.
