Bucketing with decimals/percents

I wrote:

The format is a percentage.

 

To bucket, I wrote:

The combination of the above shows all values in my table as "0-2.5%". A successful measure would accurately indicate that 8.2% Vacancy in the bucket of "7.6% - 10%"
 
Any thoughts?

Switch ( True(),

[measure] <=2.5 , "1",

[measure] <=5.0 , "2",

[measure] <=7.5 , "3"

)
