Annualize Volume When 1 Month has 0 Volume

I'm annualizing volume, but the prior year is giving me issues.  There is 0 volume in October, so the calc is thinking it needs to annualize 2022 even though it's final.

Volume Avg =
AVERAGEX(
    KEEPFILTERS(VALUES('Date Table'[Complete Date].[Month])),
    CALCULATE([Volume])
)

Vol Annualized = [Volume Avg]*12

Any ideas?

Here is the data.

I need to show the annualized data for 2023, since the year is not final.

For 2020 and 2021 the Volume is the same as the Annualized Volume since the year is compelete and had volume in each month.

2022 had 0 Volume in October and even thorugh the year is final, the annualization calc is adding volume.

Does that help?
