Aggregate after date based on Attribute in Column

 

I've searched the forum and haven't come across close to what I need.

 

We have a program that insepcts customer activity. I currently want to track the behavior of businesses we spoke to (spoke with Manager). The behavior being bin lid closure.

I've tried to create variables for each, the spoke with manager = yes and the bin closures, but I can't seem to put the logic together.

I'm still stumbling through learning DAX in Power BI, so apologies. 

At each inspection the inspector can select "spoke to manager" yes or no, and the proceeds to document how many bin lids were closed. I want to track the amount or percentage of lids closed by business after the visit where the inspector spoke to the manager.

I have two lists: Customer reference that contains all pertinant customer information such as name, address, number of bins by type. The second list is the actual input data from the inspections including the Spoke to Manager option.
