custom visual used without publishing

Hi, 

Can a custom visual be limited to your tenant only? 

I have a client who requested a very speific layout for  a report. It could be accomplished with placing more than 30 OOB visuals, but rendeirng a very slow due to the number of visuals used. 

I am trying to create a custom visual for the report to improve preformance, but want to limit it (desktop and online) for our tenant only.

Is that possible?

You certainly can distribute visuals without publication to Office Store.

There's a disadvantage that requires users to update the visual in each report manually (Power BI loads visuals from our CDN if the visual is in Office Store. In other words, new versions of the vsiual can be delivered to end user automatically).

You can build and distribute custom visuals however you choose. There is nothing that says that your visual has to be submitted for public use at the Office Store.
