Scatter plot for penetration w/expected growth line

We have a chart in excel that works great, but requires more manual update that is gradually falling further behind. It is a scatter plot and a line. The line indicates our growth curve (expected growth) and the scatter plot marks indicate actual performance by the market. Markets vary on the plot map based on length of active service (the numeric numbers at the top of the data). In an attempt to automate some move this into BI platforms we have not found the right way to organize the data to allow us to create/duplicate the chart. Any help?? Below are pictures of the chart in excel and the data layout we currently use in excel. This is a sample as we actually have 100s of markets and not 8.
