Power KPI Matrix

Hello, 

 

I currently have a scorecard that I manually created in excel and I would like to mimic the same thing in Power BI. I would like to do something with a cross between the Power KPI Matrix and the KPI Grid. Please refer to the photo below to show what I would like to recreate. If someone could point me in the right direction how to begin this that would be great thanks.
