I want to create customize theme so Here cant we make more customize,for above 10 colors it taking shades by its own ,if we want to add more colors through JSON code becuase we are not getting the colors we want and also for every individual visuals it is not possible to add colors from the JSON code or we have to add colors manullay from power bi desktop.

I am not sure I can help you with the 10 color + shades problem, but I am pretty sure you can specify colors for each visual type in JSON.
At least, I was able to do that a while ago. I used this editor and export the JSON from there:

Seems like you are still able to set your main theme colors, and then overwrite some specific ones for certain visual types. I have not tested it recently though.
