Overlapping bar chart and Line chart

How can I create this chart as same in Tableau.

I can just create this chart with Lipsticks but doesn't has Line chart

Or this chart has Line but it is doesn't seem like it's in Tableau

Use one of the many custom chart generators like Deneb or Charticulator.

As @lbendlin suggested, Deneb or Charticulator. There are a number of Deneb tutorials from Power BI Guy that demonstrate layers and overlapping bars Better basic bar charts using Deneb in Power BI - YouTube
