Is it possible to create an Excel-like visualization in power BI, as shown in attached image?

In theory yes but it would require much of the work to be done in measures:

It is not possible to replicate the exact same functionality as Excel in this case. However, you can achieve a similar result using a matrix visualization by creating two additional tables. Please note that this approach may or may not display the correct table associated with each row, depending on how the data is structured.
