is possible to build this in power bi

One option which you have to use is "Show on row", that will move your measures on the row.

Yes, Matrix visualization, turn off Stepped layout for Row Headers. Use conditional formatting. Tough to be more specific.

Using cube formula, you should create this in MS Excel itself.

I think matrix visual should similar to your snapshot, but it does not support setting column header to display on each subcategory row. Create matrix visualizations in Power BI
For color formatting, you can take a look at conditional formatting features. (notice: row/column header and total level not able to apply color formatting) Use conditional formatting in tables
