Finding this a bit late, but maybe this is still an issue for you. The certified version does not support external content such as a URL link to Vimeo. This is a Microsoft security requirement. The uncertified version supports links to external content.
I do not think you will be able to embed the video in Excel. What they mean is that you must encode your content in the table cell in the Data Model. Size limit is very tight and I have never attempted this. Your video will be restricted to
