Getting Data from Different Table

I have a master database with Geo and their regional data for respective quarters.

Now, I need to bring their Plans from a different table. While bringing the Geo Plan was easy, brining the Region Plans is difficult because they are not always same so cannot create a key. Need help on this.

Below is how tables look :-

If you see I have Cloud and AMS_Cloud - So creating key with regions wont help! Any other way to get data from other table besides joining
