This pattern seems to come up a lot recently. Be aware that what you are trying to do (show measures as parents of dimension columns) goes against the grain of what Power BI is about.

Anyway, what you need is to create a fake column table with $ and % values in its column,  add that to the visual and then create a value measure that switches computation based on the column value that is in the filter context.
