My understanding is that Azure Map is based on the TomTom map.
TomTom has the scale rulers at the bottom right corner of their map as shown below ('mi' & 'km')
However, Azure Map seems to be missing it
My users have been asking for this functionality and I believe that it is an oversight not to have it in Azure Map.
Might be a good idea to have it switchable (On/Off) in the map settings

TomTom base maps: Used underneath Azure Maps
TomTom UI: Includes scale ruler (mi/km)
Azure Map (Power BI visual): No current support for a scale ruler display
User Need: Scale bar helps with spatial orientation and distance estimation
Current Workaround: None — it's not available as a toggle or setting
This is a valid feature gap, and your idea to make the scale ruler switchable via map settings (e.g., On/Off toggle) would provide both:
Better user context for distance
Cleaner visual layout if turned off
