Started experiencing this recently:
Line chart auto starts at a high value, rather than zero (which is annoying, because unless I have negative values, I always like my charts set to zero).
However, when I change to start at zero, the chart auto ends at max value and cuts it off.
Someone had a similar issue.

It would be nice if space or padding between the maximum value and the top of the grid could be added, without having to hardcode a value in or use the fx button 🙂
I don't remember this being an issue before...

Update from PG teams:
Once any start or end value is set, we no longer round the tick values (min or max) outside actual data range to an even tick mark. We do not control them independently.
You can use dynamic formatting for end value to keep it one tick interval outside the actual max if desired.
