The error message seems clear. Please check these things below.
1. Did anyone change the security settings of the folder?
>>>Error: Access to the path 'C:\Users\{username}\AppData\Local\Microsoft\Power BI Desktop\temp.User.zip' is denied.
2. Did you try the method below?
1) Uninstall the Desktop;
2) Restart the Windows;
3) Install the Desktop again.
3. Did you try to install the Desktop from the Windows Store?
