I have the same issue from time to time - my reports works with a SQL Server connection and I found a workaround to be able to open my dashboards:
Instead of opening the file, I create a new connection with my database in a blank file and I select any table to load in it.
Once Power BI manage to create this connection, then I finally open my report.
Doing this I managed to open all my reports without any problems. I don't know if it works for other source types, but give it a try and maybe it will help you.
