Hi Anonymous,
Which action you do then the error occurs? Does the same issue happens before? Do you have Power BI Premium license or Pro?
There are two methods to invite guest users, please try follow this article to see is one of them can work: https://docs.microsoft.com/en-us/power-bi/service-admin-azure-ad-b2b

Hi Vicky,
I am a PowerBI Pro user.We have uploaded a file into a Workspace in PowerBI. The file has created a Dashboard and Report (they are identical in both versions).
Historically, on the Dashboards tab, I would click Share in the actions list. On the Share Dashboard screen I would add an email address, receive the warning the user was outside my org, and click Share. However, now when I click Share, the circles load but no receipt is posted and the user is not added to the Access tab.
I did the same process on the Reports tab and received the error below. However, now the 2 users are showing on the Access tab (as Cancel Invite).
Do you know why I can share the report but not the Dashboard? Is there a difference between the two?
Thanks!

Im having the exact same issue as this, and looks like a lot of people are having it...

The issue was our microsoft tenant settings. Our umbrella company updated the microsoft tenant settings so emails from microsoft cannot be sent to users outside our organization.
Now to send an invite to anyone outside my @org.com I have to have IT add the email as a guest to our microsoft tenant. Once this is completed I can send the invite through PowerBI.
