As the pbix file gets data from Power BI Service data source, you need to make sure the current account has permission to access connected dataset firstly.
You can open Power BI desktop in a new window, check which Power BI service account you signed in. To check if this account can connect to the connected dataset, you need to contact the pbix file creator who share this file with you. From the error message you provided, it indicates that your signed in account doesn't have permission to the dataset. Please contact the creator to get permission of your own account or switch to a account which has permission.
