It seems the report loads and refresh takes much time than before with Power BI desktop September version, right? Does the issue happen to one specific report or all reports?
Please try to use SQL profiler to check which query consumes most of time follow this document. Also please use Performance Analyzer feature to analyze each visual performance when refreshing the report.

Qiuyun YuPower BI desktop loading CSV from local files hangs at 179Mb of 183Mb (test1) 181Mb of 185Mb (test2) and 184Mb of 188Mb (test3).
First 18n Mb loads in 1 minute, remaining 4 Mb takes 8 minutes to go from hang to completion.
Note - every time it hangs with 4Mb remaining.
Exact same files and formats loaded before September update in a 1.n minutes, with no hanging behavior. The load eventually completes after pausing for 8+ minutes.
Severity 1 or 2 priority bug as it will affect a very large user community (anyone prepping on desktop) and report packages on desktop) and renders the toolset practically unuseable.
