Sorry to zombie this idea but, surely this is out of scope of PowerBI? You need admin rights to install almost all software. Your company should be using something like SCCM that can deploy software to end users, it also has Application Catalog that allows end-users to request software from a preapprove list which then gets deployed to the end-users device without requiring any IT staff action or requiring the end-user to have admin rights.
