The Group Data option is a good way to on the fly group data entities together and get a tailored view of data that suits your analytics use case - but it seems to only be available when you have the dataset and the report in the same file and work in that file?
I think this feature is mostly beneficial for report viewers and report builders with no direct influence over the underlying dataset (if you can alter the dataset, then you are essentially able to add the grouping in the power query step).
Report builders should be able to add groups when connected live to a dataset.
Report viewers should be able to add groups when interacting with a report.
