Accessibility bug: Notebook cell text becomes invisible under Windows 11 High Contrast mode

Any text written inside a Fabric notebook is invisible when Wndows High contrast mode is enables. This applies to cell text only (not the UI).

In addition, auto-complete windows are not respecting the system theme and come out in white background regardless of the system theme. 

This is a severe bug which makes Fabric notebooks completely unusable under high contrast setting. 

Tested with a Windows 11 maching, High contrast theme with black background, white foreground.
