Unable to open [URL] Cannot locate the Internet server or proxy server

Hi 

I just upgraded to September version of Power BI Report Server, and i'm having some issues regarding to Report to Report drill down. 

Before upgrading, users could export a RS report to excel and still use the drill down capabilities in the report. But now they are getting an error message "Unable to open [URL] Cannot locate the Internet server or proxy server."

As i can see the hyperlink that is exported is not correct. The issue is that the domain from the hyperlink gets removed. 
Example community/t5/

but should be community.powerbi.com/t5/

Has anyone had this issue before
