Subscription options in 2016 like 2008R2
Is there any option like send the reports through mail to respected persons ('To', 'Cc') in SSRS 2016 Subscriptions.?

Not via a Power BI Report currently there is not sadly. Hopefully it will be available soon, but no roadmap has been presented.
You can vote on it here, to register your interest and hopefully get it added to a future release roadmap.
