SQL Server EE + SA - Power BI reporting server
Just to confirm as well, in the purely on-premise solution you definately won't need a pro license for every user. Only those which intend to author/publish reports.

With regard to number of users, the limitations will be your hardware. There are no limitations in the context of your AD domain (you could allow every user on your domain access to the Report Server if you wish).
Here's an extract from the licensing terms which I think partly confirms your situation:
4.6 Use of Power BI Report Server – SQL Server Enterprise Edition
Customer may run Power BI Report Server software on the Licensed Server. Customer may run the software on a maximum numbers of cores equal to the number of SQL Server Enterprise Edition Core Licenses with active SA assigned to that Server, subject to a minimum of four cores per OSE. Use is additionally subject to the applicable terms of Customer’s volume license agreement. A Power BI Pro User SL is required to publish shared Power BI reports using the Power BI Report Server. This right expires upon expiration of Customer’s SA coverage.

if you go the above link, you will see PRO, Occasional, Frequent Users.
can you confirm that same pricing / licensing is available in "SQL Server EE + SA - Power BI reporting server" or i will have to purchase PRO license for every individual even if he is not a developer.
I think the calculator you've posted a link for is for "Power BI Premium" tier licensing only - Report Server licensed through SQL EE + SA is different to this.
My understanding is PBI Premium gives you both access to the cloud service, and the ability to install on on-premise Report Server. I believe the question about occasional/frequent users is asked so Microsoft can give you advice on how many nodes you'll need in the cloud (which for on-premise is up to you to figure out as it's your internal hardware).
