Looked into this again today and found a role permission setting called "manage all subscriptions" which i would asume only affected the email subscriptions but upon ticking this option for my custom role it now allows the user to see the scheduled refresh button and edit it once again. Not sure why schedules are considered to be subscriptions but if you have this issue this is the solution.
Looking back to when i went to Jan 2025 version i also had similar issues which i resolved by creating an AD group for the content managers.
"I've just updated my organisation's report server to jan 2025 and upon doing so users reproted the inability to edit reports, schedules and view datasources where they could before. I resolved this issue by adding an AD group they are all a part of to the "Site Settings" as a "Standard User". Something we didnt have in place before but seems to be required for this build.
Usually their roles allow them to do all of this without the need for this "Standard User" group being in place on the front end of the RS.
A workaround at the least as i can't find anything in the released documentation that anything was changed with this functionality. "
