#1. in our company we have only 3 Pro licenses but all the developers are able to upload to PBIRS.
you dont need a PRO license to upload.

don't let Microsoft hear you say that ;).
As Greg_Deckler mentioned it its a rule that if you a developer and upload reports you need a Pro Licence even if nobody can control it.
