WRN: Assembly binding logging is turned OFF.
To enable assembly bind failure logging, set the registry value [HKLM\Software\Microsoft\Fusion!EnableLog] (DWORD) to 1.
Note: There is some performance penalty associated with assembly bind failure logging.
To turn this feature off, remove the registry value [HKLM\Software\Microsoft\Fusion!EnableLog].

  • Sounds like the user you are running the server as, doesn't have permission to control the files in the install directory (possibly C:\Program Files\Microsoft Power BI Report Server\PBIRS\ReportServer\bin\msmdlocal\Resources)

Maybe check the permissions the user has on that directory. Our user that is used for PowerBI RS has read & execute, list folders and read permission on that folder.
