Need a Power BI Report Server sandbox for testing

Remember that Power BI Report Server is "on premise". You need to create that in your own network.

Along with lbendlin mentioned, please refer below for a Power BI Report Server sandbox or development environment:
Install the Power BI Report Server locally by setting it up (Power BI Report Server Download).
To create and test reports, use Power BI Desktop (Report Server version).
On your local instance, deploy and test them.
Additionally, developers can test embedding code in Power BI Playground is a sandbox, a sandbox for Power BI Embedded that spares production systems.Thanks,
