The behavior you are seeing is expected in Report Server. While Power BI Desktop allows field parameters to dynamically switch dimensions and fully recalculate visuals, Power BI Report Server does not process those metadata changes the same way unless the parameter directly affects the dataset logic. In your case, the slicer created from the parameter table is only changing the labels in the matrix because it is not being used inside a DAX measure or filter that impacts the fact table's filter context. To resolve this, instead of relying on field parameters alone, you will need to use the selected slicer value within a DAX measure , for example, using SELECTEDVALUE and SWITCH, so that the calculation itself changes based on the selection. Once the parameter actively participates in the measure logic, the dataset result will be recalculated and the matrix will update both labels and values correctly in Report Server.

The behavior you are experiencing is expected, as Power BI Desktop and Report Server handle parameters differently. In Desktop, parameters and slicers interact dynamically with visuals, allowing the matrix to refresh immediately based on selections. However, on Report Server, parameters will not automatically adjust the matrix layout unless they are directly linked to the dataset query or applied as filters at the dataset or group level. If the parameter is only used at the visual layer and does not filter the dataset, the matrix will not update when the parameter changes. To address this, please ensure the parameter is integrated into the dataset logic or set as a report-level filter so it determines which records are retrieved before rendering. Once the parameter is properly tied to the dataset filtering, the matrix will update as expected after deployment.

thanks for your prompt answer.
it helped me to understand the problem, but the links you sugested are related more for Resporting Services, and im working with power bi reports and trying to publish in Resport Server. so i do not know yet how to pass the parameters form a table in my database. I tryed to create the table wxactly the same as i created in the parameters field option. I used that table in a slicer and it was changed the values in the matrix but only as a labels not with values of the dimension...
