Paginated report refresh failure notification

Power BI Service doesn't provide a built-in email notification specifically for a paginated report refresh failure, because paginated reports don't have a scheduled refresh mechanism comparable to Power BI semantic models. The refresh failure notifications documented for Power BI apply to semantic model refreshes.
If you're referring to a paginated report subscription, Power BI Service can send failure notifications when the subscription execution fails. These notifications are sent to the subscription owner (creator).
Possible alternatives include:
- Monitoring the underlying semantic model refresh status and configuring refresh failure notifications there.
- Using the Power BI REST APIs, Activity Log, or Fabric monitoring solutions to track subscription/report execution failures and generate custom alerts.

If you’re referring to a paginated report refresh, there isn’t a separate refresh history API for the paginated report itself. You can instead monitor the refresh of the semantic model (dataset) that the report uses.
The Power BI REST API provides the Get Refresh History endpoint, which returns the refresh status, such as Completed or Failed, along with error details in serviceExceptionJson. This can then be used with a scheduled process or Power Automate to send an email when a refresh fails.
