Licensing Power BI Report Server

In the following article

It states the following
If you publish Power BI reports to Power BI Report Server, you also need a Power BI Pro license. You don't need a Power BI Pro license to view and interact with Power BI reports on Power BI Report Server.
Is the Power BI Pro license required to publish Paginated Reports (rdl) as well as Power BI Reports (pbix).
Lastly, the Power BI Pro benefit that is included in the Visual Studio Enterpise subscription, can it be used to publish reports to production environments by developers?

Based on your description, here are some info about license:
- 1.You can buy Power BI Premium, this allows you to license the same number of cores that you purchase in capacity in the premium license on premises for your Power BI Report Server.
- 2.You can purchase SQL Enterprise Edition + Software Assurance. This give you license to install the Power BI Report Server. Only the Content Creators (those building reports) need to have a Power BI Pro license in both cases.

Do you really need to have a Pro License when publishing reports to PBIRS? I think I have a colleague that does not have a Pro license but can upload reports.
