I forgot to mention that both data sources are in Sharepoint Online for Office 365.

Super UserAnd so I ended up importing the contents of the Excel file to a separate Sharepoint Online List the combine the two lists instead of Excel and a Sharepoint list. This setup did not return an error when the data source was refreshed from the service.
This shouldn't be a solution though but just a workaround. I'm hoping MS would fix this soon. It is unfortunate that a mashup that works in Desktop returns in an error in the service not to mention that the error really is vague.
