Thank you for your responses and input. It appears that the issue was related to the workspace configuration - specifically, it is a development environment that restricts access to users with a Pro license only.

It's licensing issue rather than permissions problem. If the new workspace is not on Premium or Fabric capacity end users need a Power BI Pro license which is why they see the Buy now prompt. Also check that users have proper access via the App and any required dataset permissions like Build.
Moving content between workspaces can change license requirements, so please verify workspace capacity and user licenses.
