You would need to work with Standard mode Gateway. Also you do not need multiple Gateways for a single on-prem machine. So you can add multiple datasources to the same gateway as long as all the data sources are on the same machine as your gateway.

You can have sperate workspaces running reports for seperate clients using the same gateway. When you add the datasource they will ask for credentials which give it access to your local database/excel etc.
