Helper IIWe could not authenticate with Credentials provided
I have this URL
https://portal.space.gov.ae/ProjectsCenter/_api/ProjectData/Projects , with Username and pass
When I access it through google chrome , it opens just fine, returning XML response
when I try to connect to this URL in power bi Service , Get Data --> Web
it doesnt work ,why?

Perhaps try Windows or Organizational account?

Try Windows or Organizational account authentication.I tried to connect with the Url you showed but it requires an authentication.
