Given the large size of your report itself, here's a piece of advice:
You can consider exporting the report as a PDF directly in Power BI Service, which will be no different from the PDF exported by a paginated report. This is because exporting from Power BI Service uses the Microsoft cloud, while exporting from on-premises uses native computing power, this may be the reason for the time gap.
Or you can consider upgrading your computer, replacing it with a better CPU or replacing the hard drive with an SSD, and turning off any other background software that may affect performance if you export to PDF.
